The Puyos in this room do move, just much less frequently than other Puyos found in the game. This fact became widely-known when Beeps took advantage of this to activate G-Mode during the third Christmas Puzzle.
Any% KPDR
If you want to farm the enemies in this room on the way in, you can do that efficiently by taking damage from them, then firing a missile inside the group before your iframes run out.
Otherwise, just jump over them.
